I was wondering what the max amount of storage is and where do you get the fourth storage compnent?

I currently have:

backpack- 20
belt pouch-5
bag- 5
????- ?

You get 2 bags. Both bags are 5 unless you get the rune of storage which costs 500 gold and increases the space of one bag to 10.

any vendor in post-searing will sell you bags and runes

Not quite correct. You can't get the Runes of Storage in post-searing Ascalon, but you can get bags there. However, the Runes of Storage are available once you reach Fort Ranik.

Does anyone know if you can expand the size of the Belt Pouch? Or is it stuck at 5 spots?

No, Belt Pouches will always be stuck at 5.
